Arnold Schwarzenegger stars as U.S. Marshal John Kruger, who specializes in "erasing" the identities of high-risk witnesses. He is assigned to protect Vanessa Williams' character, Lee Cullen, after she uncovers a massive conspiracy involving advanced electromagnetic pulse weapons. The film features James Caan as the traitorous antagonist.

James Caan plays the primary antagonist, Deputy Marshal Robert Deguerin, who mentors Schwarzenegger's character before betraying him. The film also features a memorable turn by the late character actor Joe Viterelli as a mafia boss. Vanessa Williams co-stars as the key witness Kruger is trying to protect.

The villains in the film use fictional railguns that fire aluminum rounds at nearly the speed of light. These electromagnetic pulse (EMP) weapons were highly advanced for a 1996 action film. They allow the user to see through walls using their advanced x-ray scopes.

One of the most iconic stunts involves Schwarzenegger throwing a parachute out of a plane and then free-falling to catch up to it. He does this to escape assassins and rescue Vanessa Williams' character in mid-air. The film was directed by Chuck Russell.
