Phelps Mill is a historic flour mill on the Otter Tail River in Otter Tail County, Minnesota. William E. Thomas built the mill in 1889 to process locally grown wheat, using water power supplied through the river and its millpond. The site was added to the National Register of Historic Places in 1975 and is preserved as part of a county park where visitors can examine the mill building and its regional history.
